AK, the US Constitution is designed to prevent large populous states from lording it over the smaller ones. If Biden wins, there could be two new states, and Presidential elections by popular vote. The USA would become a one-party country.

In attempting to prevent large states from “lording it over smaller ones” the US abandoned awarding the presidency to the most popular candidate (not just in 2016, but several times in the past). Not only does this system throw up presidents who fail to win the popular vote, but it also means that the votes of larger states are worth less than those of small states.
Winner doesn’t take all.
Phil. Look at a map of US Federal Lands in the Wikipedia entry for that topic and repeat that a fracking ban would have negligible impact. As an example, recently the USGS identified the Permian Basin as the repository of an extraordinary quantity of oil in tight reservoirs that can only be obtained by fracking. Guess what, much of that Basin lies beneath Federal Land in New Mexico.

The proposed 'ban' is actually a commitment not to grant any new leases or permits for fracking on federal lands - which only covers around 10% of US fracking (0.1% in the swing state of Pennsylvania, where JB has a 5-point lead). Existing operations will continue. So the effect of the policy become greater over time as permits elapse and are not renewed - but the initial impact would be small, as I posted.
fracking has to continue because we need a transition (there is) no rationale to eliminate fracking right now.

Half a billion dollars spaffed on Solyndra in what was clearly a fraud would be something of an open goal, considering the extensive PR from the usual suspects at the time - I still find it quite weird that the stolen funds were not aggressively pursued - was it simply swerving the embarrassment of being shown publicly to be a miserable fuck-up or were the funds disbursed to chums on the understanding there were to be no consequences?
And whoosh, there go the goalposts, from what Biden said to what Harris said. Harris has opposed fracking in the past, however she now supports the Biden Climate/Energy plan. That would be the best place to look for a detailed, nuanced description of what the Biden/Harris policy actually is, rather than a montage of deceptively edited clips from the Trump campaign.

Well quite. At no point has banning fracking been an offical Biden policy position. You have to creatively interpret offhand remarks to make the point. Imagine if we took every Trump tweet as policy, we'd have banned wind turbines by now because on Planet Trump they cause cancer.
Apart from anything else the majority of fracking happens on private land and would require an Act of Congress to make it illegal, which would be unlikley to make it past the polluting lobby. The Biden energy plan is clear, they will not issue any new permits on federal land, so the inital impact of a Biden win on the industry would be negligible, you alarmist, you.
