So that's two theories from the resident theorists. My own theory is that the FBI took no action because there's no evidence of prosecutable wrongdoing on the laptop (listen to the interview with Computer Repair Guy, he specifically says no child porn). Rudy 'I was just tucking my shirt in' Giuliani knows this and made the vile allegation less than two weeks before an election in the knowledge that the truth is unlikely to emerge before polling.

He mentions salacious disturbing footage, and points out that the FBI has all the photos, and so does China too, making the Bidens a national security risk.
